Delayed service by the department of Labour

I signed on the 3rd of august for my first payment at verulam labour center till date ive not received any funds the online portal and call center confirmed the request was submitted but cannot provide any further feedback why is this taking so long why must we wait over 15 days before it can be escalated im due to sign again soon does it mean i must sign for my second payment while i have not received the first
