Declined unpaid UIF claim of late spouse

2014 after my late father's pasaing,my mother went to Dpt of Labour to submit a claim for my father's UIF but till now that money has not been paid to her.It's about R57K due to her.I have a younger who is 17 years and the money can be used for fee.If our submission is declined to whom does the money go to and WHY restrict with the 6 months?
