BAD SERVICE AT LABOR DEPARTMENT RANDBURG

I had a HORRIBLE experience at the department of labor in Randburg Johannesburg. I arrived at their offices at 6 am in the morning. The queue was already long and so I assume other people arrived earlier. at 10 o'clock in the morning, one of the ladies who works there cut the queue and was told us to come at 3 am in the morning if we want to be assisted. I am livid at the terrible service that government employees have turned into a norm. How do you send back people who have been in the queue since 5 am home AT 10 Oclock in the morning?? What is these people's job exactly?
