Bad service and attitude

I am currently 35 weeks pregnant and today I went to submit my UIF maternity leave forms at Kempton Park . I arrived there at 07:00 in the morning and only got attended to at about 11:30, only to be told that I can only submit my forms on the 10th of November because my maternity leave starts on the 9th of November. I asked the reason behind this and was never given answer. On top of that, the lady who was assisting me sent me to another lady to ask for a checklist form, which I did. The lady refused to give me the form and told me that I was supposed to start with the form before proceeding to submit and her tone was packed with bad attitude. Mind you, when we arrive there, first we queue outside and there are different queues. The security guards are the ones who tell us where to queue after you tell them why you are there. I went back to the lady who was assisting me the first time and she asked me if I never got the checklist and no, I never got it. She said then it is my choice to either leave or go stand in another queue just toget the form, which would probably be another hour or so. Now no where on the application forms does it state when one can submit o not submit.
