Bad service

I was on maternity leave last year 1 August 2014 and gave birth on the 09 August 2014, app**** for maternity in September 2014 and since then I have been in and out of those offices and called each and every week I have not been helped to date. I have been sent back a thousand times and still not yet helped. At one point everything seemed fine but only to be told after months of calling to enquire about my status that the form was incorrect, the process started again. There was also a time when I called in this one lady will tell me the system is down until one day I called in and the guy was helping me transferred my call to a colleague that hanged up, I then immediately called and this time got this lady, she told me the system is down, I asked her that I haven't don't even have a second I had made the call and the guy was helping me and now the system is down? and then she made an excuse that the person who was helping me had gone to lunch I told her, it is past 14:00 and even if that person has gone on lunch he is probably not out by the door she the hung up on me as well, that is when I laid a complaint.
