Bad service

I dd go and sign for my UIF payment last week Friday and even now m still waiting for payment, I took all my money I have to go to their offices in Shoshanguve and one of the labour official just told me that no one will never be paid during December, so m asking is this a norm or just a lazyness bcos he said payments will be done from 06 January 2020 and I already have a date to come sign again on the 23 January 2020, so my question is will I be paid double on January and December I must go hungry mxm!!
