3 years waiting for maternity benefit to be paid

I submitted a maternity claim 3 years ago, and still no payment. It’s been approved but the paymaster keeps on canceling it and no one knows why. How Ling must I wait for a maternity benefit to be paid out!!! Is been terrible having to go in time after time to pretoria city center we it is not save with baby and all. What must I do to get this???
