3 years later still waiting.

Its been almost 3 years waiting and I still have not received my UIF money. I have been to the department several spoken to an Andre Numerous time, he said that the year of 2012 < at the end of the month at the end of the month then promised me that I will get my money by December, I am still waiting for my money, I have been paying Uif since I started working, I had to get a personal loan from the bank to survive that time which I am struggling to pay back .The kept saying the was a form missing UI19, which was filled in and given in originally, and this is after going back 5 times with the forms , but there is always something wrong, I have relocated and phoned the PE branch numerous times and they had all my documentation and the manager said she will call me back and every time I phone I have to explain the whole story over again, costing me money on airtime, I mean I did everything as required, where can I lodge a official complaint, as really its time to start paying out the money they owe me as I have the banks on my case of debt I had to make while waiting for my money and now I am sitting with all the debt I cant pay back.
