Incompetence at the Workman's Compensation

It is the season for submitting return of earnings. Employers need Letter of Good Standing to be on site. The Compensation Fund system is off line or have errors. Return of Earnings can not be submitted. Manual process is very slow and assistance from the fund is non existent. Sending mails, you have to phone them, before they react on your mail. They are creating a paper war and thousands of rand are spend on telephone conversations that brings you nowhere. IT problem can not be Employers problem. I need the Compensation fund to put out a notice that the system can not operate fully, in order for employers to be on site and conduct business as usual, until Compensation Fund can sort out their IT problem.
