Bad service

Very bad service from the department, staff are not able how to use computers as they are failing to open a pdf document while people I have copied have opened the same email, time and again their system is down, I wasted about R200 of my airtime trying to get their work done, the local department of labour consultant failed to attach documents I have him a month ago.
