Unfair practice

My passéd away in2021 December, on January 2022 I app**** for a letter of authority at the Pretoria might court, with no response . December 2024 I went in personally to enquire, I was then asked to reapply of which I did.on the 20th of May this year I received an sms from the masters office saying they rece My application and it will take 21 days to process to date (40th June 2025) I haven’t received any outcome despite communicating with the pta masters office , can it take 5 yrs really
