Small Claims Court pathetic service

This is pathetic excuse of a free service offered by the government. You can never get a hold of them on the phone or email. I lodged a complaint and apparently area manager was suppose to contact me for last two weeks nothing. All i needed was advise on how to take someone who owes me R3800 to the small claims court.
