Justice Dept does not answer calls or emails for 1year ongoing

No one ever answers their phones and emails at this department. Complete and utter silence bar once. Eventually the person who answered that one email gave me phone numbers and email address of relavent person to contact. Since then I have not been able to connect with one single person after 5 months of trying. I tried asking the one person who had originally helped me if she would help again and have got more silence from her. I am trying to deal with a matter that is serious to my well being and ability to earn a living. I can't get anyone at DOJ to assist. There is not even the ability to leave a voicemail. The calls get dropped bafter a few rings Does anybody have any ideas?
