Bad service

Had a very bad experience with nc kby magistrate court divorce clerks. They would not assist in taking my in person divorce application. I was told i must get a lawyer they were given a directive by their manager not to help people with applications were there are no lawyers. I had to pay a lawyer again to change my documents to bloemfontein magistrate court in the FS as my own province did not want to take my application. How is this not a violation of my constitutional rights?
