No help for poor citizens

My husband was living in Informal settlement in Site "B" Khayelitsha in the late 90's which were later removed by Transnet( according to my knowledge )to Bardale in Mfuleni in 1998 due to the fact that they were built very close to the Railway Station. After some few years RDP houses were built for those qualifying members and unfortunately my husband did not qualify because he was earning more that r3500.00. In 2019 my husband went to the Department as he was Retrenched from his work and wanted to find out if he can qualifying or if not how can he go about building his own house .He was told that the land we are occupying is not under his name but the person who helped him was not sure what was going on as a person by the name of Quintus was appearing and he was given a number to contact to find out which was never answered so he never got any help . Last year he decided to go to Kuilsriver Municipality and he was told that because he is married and i am earning more than r3500.00 he still does not qualify so we must do a transfer of ownership because the land is not our for now since we do not qualify for RDP , so he filled in some forms and his and my documents were taken , then 2 months ago he went back to the Municipality to follow-up on the application , he was told that we would need to pay between R60.000 and R80.000 for the transfer to be done then also go to the lawyers to get a Title Deed .We did not occupy this land *******ly it was given to us so how come we have to pay such a huge amount for it to be ours and how are we going to afford such an amount if my husband is not working , also if this land is not ours then who's land are we occupying at the moment
