Dept of housing

I have app**** for an RDP house in 2001 and have my FORM C, and i went to update it on the database. But every time when i go and check they tell us that they have already dealt with 2001 people, at moment they are busy with 2004. So i want to know if they are done wit 2001 why didnt i get my house, or was it sold to some else, I really need help i cannot rent at the back rooms for the rest of my life, i have a family and my kids are growing up.
