Worst experience ever

I app**** for a surname change on my child's birth certificate in January 2018, and to date (23/08/2018) I have been getting the run around from Department of Home Affairs. Its either they are offline or they cannot retrieve the details on their side, or they need to check in archives and the latest Stats SA does not have the records, so they need to check their archives again! In all this time I did not get any form of communication besides me calling them numerous times just to be given the run around. So I would just love to know how it can take 7 months and still there is no one that can find the details to confirm and have the unabridged birth certificate printed. Is this the type of service we should be getting from our government offices??
