Work permit delay

Submitted permit application in October, still waiting. No feedback whatsoever regarding the delay considering that permit was supposed to be out in 6-8 weeks. Was scheduled to represent my company overseas, couldn't go because of not having the work permit. Interesting is how immigration could care less to consider the delay at Home affairs. Travelled to Mozambique in December for the holidays, upon return, the border officials gave me 7 days even after I showed them my permit application receipt. I need this sorted out but don't know were to start as none of their numbers are answered
