Why should we accept this pathetic service

Waiting for 5 months for unabridged birth certificate after DOA lost birth records. Have been promised all this time that it would be ready in time and yet here I stand for the 2nd day, 4 hours and counting, in a queue that's not moving with many others having exactly the same problem, waiting for a special letter. Why is this considered acceptable????
