What do I do please???

I have been constantly in pursuit of a copy of my permanent residence permit since I app**** for it through VSF Global precisely 32 months ago now. Having previously been a non SA resident from 1973 to 1987 , still in possession of an old ID book and my old passport stamped with the PR number. (Unfortunately my ex husband had destroyed the document in question long ago) Lengthy phone calls produced nothing except it is in the Hands of Home Affairs, and we will escalate your query. This has prevented me from obtaining Medical aid, a bank account and even caused complications re-entering SA when I have been on holiday to the UK. What is one supposed to do to get anywhere? even a visit to the VSF office in Pretoria and a promise from the office Manager that they will pursue the application produces nothing. Emails produce nothing. Any idea what I should do !!!!
