Waiting two years for ammendmant of surname.

Hi, it has been a year and nine months since i completed my application for ammendmant of my surname. In September this year i was informed that there is part of my application missing and after seeing my application form at the Cullinan branch of home affairs there was written in red that it was lost at the department so i resubmitted my application and was told that it will take at most two weeks. It is already a month and they did not even look at the application since resubmitting it. Every week when i call the department it, they say they will mark my application as urgent but when i call again nothing was done. I am 18 years old and had to register for the NSC final exam on my original surname. I can not get a temporary ID for some unknown reason so i am unable to apply for a learners/drivers licence. Next year i am studying 200 km away from home and need my drivers licence. This will probably go unnoticed but i needed to complain about the utterly poor service from The Department of Home Affairs in South Africa.
