Waiting over 6 months for a letter of No Impediment

I just want to start this off by saying, I don’t know where the problem lies, Either with Home affairs or the South African Embassy or somewhere in between.

I am a South African citizen living in Vietnam for the past 3 years. I am getting married to a Vietnamese woman in February 2021. So, to apply for the marriage certificate, I went to the SA Embassy in Hanoi city and app**** for the LETTER OF NO IMPEDIMENT. I called the embassy a week to confirm what documents I need and how long the application will take, I was told 2 months. Here are the details: I app**** for the letter on July 31, 2020, the letter was sent to SA in the first week of August. After 3 months of waiting, I called my Embassy and was told that it takes up to 5 months for the application. Annoyed, I kept waiting. On November 5th, I went to the SA Consulate in Ho Chi Minh City to sign an affidavit that would give my father permission to collect my letter from the Home Affairs office as this is urgent as the application still needs to go to the Vietnamese Embassy in South Africa to translate to Vietnamese and notarize it. On Friday the 13Th of November, my father went to the Home Affairs Office in Pretoria (not the main office, as it was closed to COVID) After waiting 4 hours in line, the Home affairs worker told my father that there was NO application on their system.

I called in December to my embassy to ask for any updates and I was told the Officer was on vacation in South Africa and there is NO ONE else who can help with this.

I called again in January as I was told she would be back then, and I was told she is doing quarantine, I said she can still work in quarantine, and I needed this letter as its now been over 6 months.

I have tried to call home affairs in South African, but international calls cost a fortune as you have to stay on hold for more than 45 minutes. I even asked my mother to call, and also waits on the line for over 45 minutes to have the call answered and then dropped.

How can it take so long just for a letter to say I am single?? I am hoping that someone, anyone can help me with this as my wedding is on February 2nd and I need this letter!
