Waiting for vault birth certificate

I first app**** for my vault birth certificate in 2009. I recently app**** again - after waiting months I went to the department on Saturday 26th where I saw record of both applications on their computer system. The clerk was not very helpful and said I just have to wait and wait - she also said I will nor get it without my receipt of payment which has been mislaid after all these years and months, in spite of it being fully recorded on her system. My needing this document is now urgent and no one can be bothered to help me.<br> Since 2009 - I have not received feedback and the document should have been produced long ago. A total disgrace. Where can I go to take this further please????
