waiting for more than FOUR months for change of marital status

my fiance has been waiting for more than FOUR months for his change of marital status from married to divorced / single! they only need to change it on their system, in other words PUSHING A BUTTON! but NO............. every time he calls to follow up they tell him to phone back in 2 weeks. We want to get married but WE CAN NOT until SOMEONE PUSHES A BUTTON!!!!!!!!!!!!!! can ANYBODY help or assist??????? ALL LEGAL docs where already submitted on the 10th of January 2019 and STILL NOTHING!
