WAITING FOR ID CARD

I have a Permanent Residency Certificate and I app**** for an ID in June 2021. I am still waiting for my ID card although I have been told by the contact centre that a number has been assigned to me. I am now unable to access my salary which is paid via Paypal and withdrawn to my FNB account. FNB have a new rule that says I can't access that money in my Paypal account until I have my ID number. Please can something be done, I have bills to pay and all my day-to-day living expenses for me and my children. I have tried calling the Manager based in Cape Town to see if they can give me the number that has been assigned but there is no answer on the mainline or the Manager's number that I was given to try by the contact centre representative. Please can someone help me with this?
