Waiting for almost 5 years

My husband and i have been married for almost 10 years. We app**** for permanent residency over 4 yrs back and till today its still being processed after the lost the application!!!!! And also being told to go back to country if we not happy with this answer!!! What a ****ing country we live in!!!! All we want is an answer. Is it that difficult??? Looks like!
