Waiting almost 2 Years for my daughters birth certificate - Chatsworth Home Affairs

Good day,

I app**** for change of surname & insertion of father details on my daughter birth certificate, i app**** on 05 April 2019 to this date i still don't have the birth certificate, i have been calling Chatsworth home affairs on *** and it just rings no answer, i then call this *** and just ringing and going to voicemail, how do i get hold of Chatsworth Home affairs to find out if the birth certificate is there, its going to be nearly 2 years and we still waiting for the birth certificate and that branch that you cant get ahold of it is of no help
