Waiting a year for under bridge certificate

I app**** for 2x under bridge certificate the 15 July 2014, and still I have not recieved it??? Now I want to know<br> Who will take the responsibility when I leave in June to return back to Ghana with my children, if they deny me my flight due to no certificate!?!?!?, how the hell is it possible to tKe a year to process my application??? You want us to have these papers in place but yet your *********** staff cannot assist us???
