Wait too long

On the 22nd of October 2020 I apply for my son's ID Today is the 3rd of March 2021 and still no ID, after they said I have to wait 3 weeks......What am I suppose to do? How long must we still wait, his friend go a week after and he already got his ID!!! PLEASE PLEASE HELP??????
