Very bad services /no service at the Department of Home Affairs

I tried calling the Department of Home Affairs in Roodepoort yesterday it just rang forever. I then googled the numbers for Krugersdorp and Randburg still no one answered. I wanted to know how much they will charge for a reprint of my grand son's birth certificate. I told his mother to go with R100 because its senseless trying to get hold of them. Why do they have numbers on the internet with opening and closing times when you cannot get thru.
