useless staff

Im at home affiars jhb to apply for an id formy son, but he would like to use my surname and not his fathers i am being sent from pillar to post, fourth floor then fifth floor then back to fourth floor I must get consent from someone who was never there from 2012 to allow my son to change his surname, I previously paid for the amendment and 6 months later when I can to check the progess I was told to get an affidavit why was I not told I needed an affidavit from a missing father when i paid for change of surname? Incompetant staff is an under statement. I want to get this done today as i dont have time nor the funds to be running around like a headless chicken.
