Unhelpful government officials

I have never in my life had this rude unhelpful and unconcern manner of assisting customers, they were very rude and inpatient, unknowlageble about the report I needed, I sent an email to complain about the service, yet no response from any of the so called officials. I complained to the manager aswell, all she said you need to wait your turn, but yet people that came after me was helped, I waited in that line for an hour, and I only needed a copy of a document but they were so rude they didn't bother to ask me what documents I wanted, then when I was helped, the documents was next to the lady, I was so mad, disappointed and to think we pay tax on a monthly basis for people that don't have the level of education to sit in those chairs, they don't even wear name badges, so how can we identify them.
