Unhelpful

I have been standing at Counter 3 (which they told me to wait at) for the last hour... everybody just walks past me and ignores me. When i finally ask if someone could attend to me. A guy very rudely tells me to fall into line at Counter 1 which is to apply for Passports with 20 people in line....
