Unabridged Marriage Certificate - Years in the making. Rather get married abroad.

It has been over two years since my husband and I app**** for an unabridged certificate. It still haven't been processed by the Head Office in Pretoria. They are supposedly "looking for our files". I cannot even change my surname and get a new passport, not register the marriage at all in my country of origin. What last name should our children have? We need to be able to travel with them to visit their family and doing that with different surnames is very difficult. We are stuck and unable to do anything about pleading our case and calling the contact line weekly have not proven to be of any help. This review reflects the Head Office in Pretoria that is failing to do their job - either because they are understaffed or incapable. There are many good people working in the Department, that are doing the best they can and i admire that, but this is unacceptable for one of the most key civic services in this nation.
