Unabridged marriage certificate drastically exceeding processing time.

I app**** for my unabridged marriage certificate on 22 March 2019. On application, this slip was stamped to indicate that the application would take 8 - 12 weeks, but 21 weeks later, is still sitting at archives waiting for the records to be retrieved. I have been calling multiple times a week, requesting for the application to be marked as urgent, as I need this document for another application, but nothing seems to be moving forward. At my wit's end... I would go and locate the records myself if they would allow me :(
