Unabridged birth certificate still not ready!!

We app**** for my son's Unabridged Birth Certificate last year at Wynberg Home Affairs, on 23 April 2015. We were told it would take up to 3 months for his birth certificate to be ready for collection. On 2 September 2015, I went back to Wynberg to fill in further forms as his unabridged birth certificate wasn't ready yet, 4 and a half months later! It is now 23 February 2016, 10 months after the application was submitted and as yet, we have no unabridged birth certificate!! We need to apply for schools for my son by the end of this month and cannot do so without his unabridged birth certificate! The call centre have been very polite but no-one can give me an answer as to when it will be ready and why it has been held up! They have the application paperwork, and yet it hasn't been processed! I'm incredibly frustrated as I know of unabridged birth certificate that have come through in 2 weeks. This service is completely unacceptable! Passports are ready in 10 days, why can't unabridged birth certificates be processed quicker???
