UNABRIDGED BIRTH CERTIFICATE APPLICATION STILL NOT RESOLVED SINCE 2014

I have app**** 3 times for my sons unabridged birth certificate. 2014 lost need to reapply 2018 ?? 2019 reapply. I need this document urgently as I am applying for a UK visa. Don't bother with the call centre....just mouth pieces. They can't help they tell you they working on it, will escalate give you a reference number to what ends. Surely to goodness something so simple cannot be so complicated.
