Unabridged birth certificate

I app**** for my daughter's unabridged birth certificate in June last year at the Pinetown office. I was contacted a couple of days later to say she cannot be found on the system and I need to fill in a late registration of birth form. I did so at the Pinetown office. Pretoria then phoned and said I need to e-mail the forms. I told them I do not have the forms as Pinetown took them. I then again went to Pinetown and filled in the forms and e-mailed them to Pretoria. I received an e-mail to say they have received them. Since then I have been e-mailing regularly to find out when I will receive it but I get the same standard answer to say it is still in process. Surely it cannot take a year. I have even e-mailed the Minister but received no response.
