Unabridge birth certificate

I app**** for my daughter's unabridge birth certificate in March 2017. They told me between 8-14 working days. It is now October and I still did not receive the birth certificate.Every time I require about it they tell me I must wait another week. I can not apply for a passport for my daughter due to this. When you try and contact a supervisor they do not answer there phones.This is very poor and bad service.
