Uabridged certificate no delivery after 7wks

We have postponed our overseas trip for almost 8 weeks due to the lack of service delivery from the Department of Home Affairs How can an Unabridged Birth Certificate take longer than a passport, this is completely unacceptable, moreover I am traveling with the child's father. Is there anyone competent enough to resolve this?
