Turn around is way over

The service at this department is really frustrating.

I have app**** for the unabridged certificate for my son, we have been using Abridged until his dad passded away, and were required unabridged. This department claims that the turn around time is between 3 to 8 weeks. But in my case it is the 20th week and i have called and sent email. But i have not received the certificate yet.
