Trauma of being a south african if you have no parents

My neighbour is 63 year old and she has never had Id in her entire life, she has tried at springs and benoni home affairs and she was told they can't help her because she doesn't know her mother and rumours are her mother passed away, but what amazes me is she does have her fathers death certificate and her baptism certificate. Iam just failing to understand what does this mean to the fellow south Africans? Does it mean if you don't know your parents in south africa that you not a south african? She is entitled to her pension but she can't receive it because she has no I'd. Home affairs can you please assist in this matter.
