took R2000.00 for tempory passport

I Wendy Gumede called home affairs on the 16 September 2015, asking if they do issue tempory passport to zimbambwe, because my sisters husband passed away, and we have to bury him on sartuday the 19 September, who ever i spoke to said i can come today to do the passport, i then called my mom and dad to come from kwazulu natal, today when we arrived there, all of us, I saw a sighn stating no tempory pasport issued, I then ask the ladys working there, they said if i have all the paper work, it will be issued we produced all the papers and the death certificate, they then took pictures and told us to pay, after the payment they called the lady by the name adeilan and she told us to go home, zimbabwe does not take temporay passport, i then ask for a refund, i was told they cannot refund me. this is very sad as i cannot even drive back home.
