The MOST USELESS GOVERNMENT ENTITY

Home affairs refuses to help us and basically suggesting that we resolt to dishonesty and ********* behavior. My younger brother needs to change his surname from my mother's to my father's surname and my father is late but he and my mother were married before he died. Homeaffairs told us that we need a DNA of someone with the same surname but it's not supposed to match. Where are we going to get that someone coz most of our family members have passed on. Must we hunt down anyone with the same surname and use them even if they are not relatives. You guys are really useless. No wonder there's so much *******ion and dishonesty in South Africa you leave us with no choice. My brother has a child that needs to use his rightful surname but what can we do. You're telling us to go get DNA we don't know where to do that.
