The Department is dragging with the amendment of birth certificate - Grade 12 learner needs to do ID

My niece app**** for an amendment on her birth certificate last year November. We have been making follow-ups regarding this and the department provided me with reference number ********** 040. They promised to fast-track this matter as my niece is doing grade 12 and she needs to do an ID with this birth certificate. Every time I call the department, each consultant gives me a different answer and this matter has been with the amendment section for over a month now. From my understanding if the department wants to fast-track this matter, there should have been at least an action from the amendment side. They keep on telling me to call after a week and I get told that its still with the amendment section. Please assist.
