Terrible service

I have been standing inline at the Home affairs Office in Atlantis for the collection of my passport for more than 2 hours. How is this possible?

The line has barely moved since I got here. The securities are on their cellphones on social media and are sending people in 5 at a time. By now the 5 that have entered have all left as it is COLLECTIONS. The system is disorganised.
