Terrible online service- what is the point of an online service?

How can a government website not have its security certificate updated? Additionally, their OTP service to log into account doesn't work in various ways. After a few Google searches this has clearly been a LONG ongoing issue with them. Pointless to have an online service if basic login flows and security measures are not in place.
