Systems offline forever

You come to home affairs systems are offline almost every second day,I mean why can't they implement manual method of collecting of documents, as this seems to be happening more often .I wish there was a private company doing IDs and passports for a better service because with government everything is just super slow.I mean you have to go back and forth just because they are always offline
