system sucks

I was at home affairs. 3 times already to collect pasports. Why is it such a nightmare to collect passports. Queing system sucks. The first time we went to apply, 1 of the workers said the best time to collect is after 3. Anyway I made my second trip and that was yesterday afternoon, the security says sorry we only take 250 passport collection. That was at 1:30. Come back tomorrow.So I go back today and got there 9:30 only to be told by the securirty, sorry we only taking 200 today. I then speak to the manager , and he says to me . No there is no cut off, if u hang around and the 200 people is helped maybe I'm not saying you will but maybe there is a chance because the staff is not prepared to work overtime as they are not getting paid.. Why does everyone have a different story and for heaven sake why is it such a issue to collect a passport. You guys are worse than the local clinics. First you spend a half a day applying for an I'd and passport, now it is a nightmare to collect
