stupid ****ing rules at home affairs

ok so department of home affairs has all our information

my daughter who is 18 wants her first time ID but the second time now was turned away.

the first time we never had certified copies and today they did not want to assist again cause my wife has an id book and I must come with her to get her ID, meaning I have to loose a days money cause Home affairs has stupid *********** rules that does not make any sense
